DESCRIPTION

24-year-old Micah Washington says he was changing a flat tire near his aunt's home in Pickens County when Officer Dana Elmore approached. After a dispute over showing ID, he was detained. Body cam video shows him handcuffed and face down on a patrol car when the officer tased him. Washington, who had a legally carried gun, says he was tased again after informing the officer about it. The viral footage led to a lawsuit seeking $20 million, a case that has been pending for years.
